BOC-3

BOC-3 stands for “Blanket of Coverage”, a mandatory federal filing required by the Federal Motor Carrier Safety Administration (FMCSA). It designates process agents in all 50 U.S. states and D.C. who are authorized to accept legal documents (such as court summons, regulatory notices, or lawsuit paperwork) on behalf of interstate motor carriers, brokers, and freight forwarders

BOC-3 is not required for intrastate-only carriers, unless otherwise regulated by their state.

Who Must File BOC-3:

Anyone applying for operating authority with the FMCSA must file a BOC-3 before their MC number can be activated. This includes:
